My 89 lincoln lsc mark7 has a hard brake pedal?

my 89 lincoln lsc mark7 has a hard brake pedal this car runs with no booster so that is not a problem i checked if there was any fluid running to the rear calipers and there was fluid present but not with any pressure i dont know what more it could be because both rear calipers are not working and the brake pedal is really hard
